HI

There are no ILS approaches for LOWI.

So does anyone know why The loc dme approach for 08 has a glide slope?

Because it is 4 degrees offset from the runway. GS is for guideline only.

It‘s actually the LOC DME 26 that has the GS. LOC 08 leads over/past the airport and requires a 180 degree turn for landing. The latter is the older procedure as the missed approach is easier to calculate/design than for 26. The LOC 26 can be flown like an ILS and will give you a lower MDA than RNP-AR 0.3.
