Certainly where I last was during low vis ops the requirement for the captain to assess touchdown end RVR pretty much demanded a few moments lined up and stationary prior to commencing the take off roll.

Many aircraft also have a requirement for a static run up in icing conditions. Its possible some operators have rolled this in to their company LVPs for simplicities sake even if the temperature doe not actually require it.
