EPR Question

Hi! Is it fair to say that a engine indicating an EPR below 1 is windmilling ?

No...
During idle descent, it's quite common and normal for EPR to read less than 1.0 (I've seen as low as 0.7). And, even though EPR is below 1.0, the core is still producing thrust due to the high exit temperature.
