Red face W/X Deviation procedures over oceanic airspace

A few months ago, a "Weather Deviation Procedure in Oceanic Controlled Airspace" was introduced. My Company uses Jeppesen as OM part C and this procedure is clearly described in the atlantic nav chart.
After some investigation with FAA on why this procedure came out with no previous notification by Notam or anything else, I was told that it is only in effect over the Pacific and in the WATRS area.
Jeppesen said that they would have modified the chart with the next revision, but so far nothing happened.
Does anybody else have this procedure in effect without the specification that it is not valid in "Oceanic Controlled Airspace" but only in designated areas?
