Recommended Altitude

Can someone please clarify what a Recommended Altitude is vs a mandatory altitude on a SID/STAR chart?

A recommended altitude will likely serve as a good crosscheck between 2 relatively distant waypoints. A mandatory altitude is simply that - mandatory

Mandatory Altitude is obvious

Recommended Altitude is sometimes used on STARS (eg Tonga 1B at RCTP). They better prepares the Crew for a likely shortcut. It is a smart way of warning the crew that a major shortcut might take place.
