Dubai ARR handles the planes into DXB/DWC/SHJ. When it gets busy (single runway ops in DXB, peak time), they use the 'Director' frequency for the last part of the arrival until they hand you over to the Tower frequency.

You have to contact 'Director' upon request of 'Arrivals', usually using callsign only.
