Has any body heard of uncommander fuel jettison values opening?

Yes.
On a Lockheed L188 Electra.
The fuel dump valves were a mechanical valve that opened when the dump chutes were deployed below the inboard wing trailing edge.
We had one on which the over centre lock had been incorrectly rigged so that on touchdown at JER early one Sunday morning the chute deployed and spilled fuel all down the runway until the tower told them and the FE pulled the retract handle to stop the flow.
