No. However, many older non-WAAS equipment (TSO C129 or C196) cannot meet ADS-B requirements at all, or can only meet them part of the time, or can fail to meet them if there's degradation of the satellite constellation geometry.

Therefore when using a non-WAAS GPS, the pilot is responsible for doing GPS Performance Prediction before each flight to ensure ADS-B compliance, or get a exemption relief from the FAA.
