descent during radar vector

Hi guys,

this is the event:
radar vector to intercept the ILS and "cleared for the approach" clearance received.
pilots thought they were a little bit tight so they decided to descent 200ft before intercepting the localizer (anyway above the FAP altitude)

Did They make the correct action or they should ask the clearance to the ATC?

Any reference?
Thanks
