RSC vs RCR

Can anyone point me towards any documentation that states if you are presented with a depth of runway contamination (which you can convert into an RSC) or a braking action report (which you can convert into an RCR) which one you should use?

I know that RSC takes into account the effect on acceleration and RCR only effects braking but I've never seen any advice to apply one on take off and the other on landing. Applying both and taking the worst could seem quite limiting.

I'm a bit confused and would value any advice.

Thanks
