Satellite deselection

Good morning, I'm finding NANU NOTAMS such as PRN08 was removed from GPS constellation, Makes me wonder up to what point does the nav system need to know what is working up there, when is the RAIM prediction updated to know what to look for. Ie. What satellites are orbiting, which are decomisioned.

This is all included in GPS broadcast data and such satellite is not sending valid identifier which would be used to include it in nav constellation.
