B757 Weight Limit With Spoiler Panels

Boeing has created a Dispatch Deviation Guide (DDG) that supplements the MMEL->MEL, and in this DDG, it appears that there is are restrictions with inop spoiler panels.

Other restrictions:

1. No Flaps 1 Takeoff - probably because the performance wasn't done
2. Min runway length 6000
3. Max speed
4. Max weight 217,000
5. Max Altitude, I think was FL300

I get the performance reductions, they just make sense. Any idea why the others, especially the Max Weight.

It occurs to me that maybe the B757-100 (I've never even seen one that I know of) maybe had a MGTOW of 217,000, and as the models progressed, no one ever bothered to do the flight testing.

It is interesting because it is not in the MMEL, but is in the DDG which supposedly emanates from the MMEL.

Are spoiler panels taken into consideration regarding stopping distances with rejected takeoffs? Heavier aircraft would take longer to stop.
