pax belt position in 'sleep' mode?

(Uniquely, afaik) BA's A380 biz-class seats are designed so that in sleep position the belt crosses pax not much above the knees. Seems near useless, especially given likelihood that pax belts himself less snugly for comfortable sleep. Seems dangerous, given the frequency of serious turb at all altitudes.

The belts work as intended in upright position. Is that the only certification requirement?
