Differences between ICAO Annex 2 and EASA No 923.

Hi all,

I have a doubt regarding the differences between the ICAO Annex 2 and EASA No.923/2012 regulations in that the Annex 2 of ICAO had Appendix 2 which is Interception of Civil Aircraft but in EASA No 923 the Appendix 2 refers to SUPER-PRESSURE BALLOONS.

So my question is, there is a different document which contains Interception of Civil Aircraft produced by EASA or is the ICAO Annex 2 Ap. 2 valid for EASA?

You might want to have a second look at Commission Implementing Regulation (EU) No 923/2012. The rules regarding interception are laid down in SERA.11015.

@hvogt May you did not understand my question or I explain myself in a bad way.

I know that SERA.11015 regards to Interception. But again, in ICAO Annex 3.8 you can find SERA.11015, but you can't find ICAO Annex 2 Appendix 2 Interception of Civil Aircraft on EASA No 923. Does that makes any sense?

ICAO defines the procedures for interception in Appendix 2 of Annex 2 but EASA don't have those procedures in 923. In Appendix 2 of EASA 923 you have Ballons instead of Interception procedures.

I'm not sure what your point is, Focha. As long as the procedures are the same it doesn't matter what it says on the tin, does it? Why should the rules regarding interception be found in Appendix 2 of the Annex to Commission Implementing Regulation (EU) No 923/2012 just because they happen to be in Appendix 2 in the ICAO Annex?

Sorry, my mistake... I can see now that on EASA they put all the info on SERA.11015... Thank you for an eye opening hvogt.

EDIT: Sorry, I still have the same problem. In Annex 2 of ICAO in Attachment A you have a lot more information than you can find in EASA document. Can you confirm that?

The content of most EASA regs is divided between 'hard' and 'soft' law. While the Interception of aircraft implementing rules (IR) are contained in 923/2012, the means of compliance with these rules are found in another document, the Acceptable Means of Compliance and Guidance Material, abbreviated AMC and GM. These can be found on the EASA website as Agency DECISIONS, on the bottom of this page under the catchy title of 'Annex to ED decision 2013/013/R'...

Open and search for '11015' or 'Interception', your choice.

Do SERA AMC also have to be complied? Yes, as the ICAO text is now transcribed as mostly EU law and spread out under IR, CS (does not apply in this case)& AMC. GM is guidance only.
