Spanwise airflow over the upper surface

Spanwise airflow over the upper surface

It makes sense to me that the air flow is deflected towards the wingtip under the wing

But for the airflow over the upper surface, why are they deflected towards the root? Since in my understanding the wingtip should have the lowest pressure over the wing

Where is the greatest downwash? The narrow-chord wing-tip, or the broad-chord deep centre section?
