Approach Minimums - Clouds?

Hi. I was just wondering if cloud ceilings constitute as part of the approach minimums... if the skies were overcast at 100 feet, and the DH is at 200, is that considered to be below approach minimums? I understand the legality of whether to shoot the approach or not, but don't know if the clouds count.

In Canada,and the states I believe-all minima is predicated on RVR,and what one see's at MDA/DH.The only time Ceiling is referred to is in the flight planning ALTernate Minima.600/2.800/2 etc.
With the advent of CAT2 years ago the industry tried to erradicate all references to Cloud/ceilings,but was retained by the Feds for 'operations'
