Asking all B737 Brains?
During the light test you notice that the right COWL ANTI ICE light
bulbs have blown and there are NO bulbs available to replace the
broken ones with, the system is still functional. What options are
available to you and under which conditions? (B737 CL Analogue)

And as a last resort
Light may be INOP providing proper system operation is verified prior to each departure.
-Start engine and let stabilize at idle.
-Engine bleed and APU bleed switches OFF
-Eng AI switch OFF
-Record idle EGT
-Switch eng AI on, let EGT stabilize and take note (30 seconds maximum)
-Switch eng AI off, take note of stable EGT
If EGT increased with minimum 15C and returned to recorded idle EGT afterwards system is verified as operational and dispatch with light INOP is authorised.
Procedure to be repeated prior to each departure.
(On the NG its easier because you have the TAI indication on the screens as well, then above is not needed)

I really shouldn't be mentioning this, but a good flight engineer always carries a supply of replacement bulbs, amongst many other things, but hey....who needs a flight engineer when we've got all these wizbang computers and ...... pilots who these days don't seem to know to much about their airplanes!

Despegue's solution is a good one, although my track record on removing bulbs was to render the bulb u/s around 20% of the time!

Engine and Nose Cowl Anti-Ice Valve Position Lights or TAI Indications
(O) May be inoperative provided valve is
verified to operate normally before each
departure.

May be inoperative provided associated
valve is considered inoperative.
OPERATIONS (O)
Verify proper operation of the engine and nose cowl anti-ice valve before each departure:
1. Start the associated engine.
2. Wait for the engine to stabilize at idle.
3. Verify that the engine and APU bleed air switches are in the OFF position.
4. Verify that the ENG ANTI-ICE switch is in the OFF position.
5. Monitor the EGT:
A. Wait for the EGT to stabilize and record the temperature.
CAUTION: LIMIT COWL TAI OPERATION TO 30 SECONDS MAXIMUM.
B. Put the engine anti-ice switch in the ON position.
C. Wait for the EGT to stabilize and record the temperature.
D. Position engine anti-ice switch to OFF.
E. Wait for the EGT to stabilize and record the temperature.
6. Verify that the following changes occurred:
A. The EGT increased by a minimum of 15 degrees C when the ENG ANTI-ICE switch was
put in the ON position.
B. The EGT returned to the original idle temperature when the ENG ANTI-ICE switch was put
in the OFF position.
7. Configure the airplane as needed for flight or shut down the engine if required.
