The problem though is that a lot of the runway lighting is currently unserviceable. EASA rules state that we cannot operate below CAT 1 minima with multiple lighting failures so what is the point of this notam?

We were Cat3B with autoland on both ends until the work on the runway started. EU ops state that we cannot do autoland with multiple lighting failures so back to Cat 1 for us until the lighting is reinstated.
