Cost index flight planning

Boeing FPPM and Airbus FCOM only provide data for LRC and fixed-mach cruising. How is it possible to obtain fuel burn and cruising speeds for specific cost index values based on these LRC and fixed-mach tables?

Same question applies to climb and decent figures.

Since Econ cruise is "adaptive" -- it changes speed/burn with change in wind -- it would require a specific flight planning program that has all those data programmed in.

Even airline Dispatchers can only get a fuel burn for a particular flight by plugging in all the variables, and then doing a "what if" scenario of changing variables.

GSLOC the data and the certified data for that matter is not contained in the AFM but in what is known as DPI Digital Perfomance Information.
