Smile Updating winds & Temp Values A320/330

Are there any resources available, if any, of obtaining, as accurate as possible, winds and temps - for CLB and DESC apart from forecast?

Why would you be "re-setting" the cost index in flight?

I only know of one operator that uses one cost index for climb and then another in the cruise *Note this is not an Airbus procedure.

Winds tend to be put into the box via either ACARS wind uplink or manually from the CFP.

History wind can of course be used for takeoff, within reason for dep.
