EASA ATOs: Part OPS?

What performance category do aircraft operated by an ATO fly under? Are they regulated by part OPS? Not exactly CAT, nor GA?

Specifically, what would be the safety margins required for a single-engined aircraft such as a PA-28 for takeoff and landing when operating as part of a comerical ab-initio training program?
