what is Vc at low level

Could some one help me to clarify what Vc is at low level for a turboprop or a jet. Neither are designed to cruise for example at 3000ft.

The bird strike certification is for both a jet or a turboprop to be able to withstand the impact of a 4lb bird on the windshield (without penetration), at design cruise speed (Vc).

Is the design cruise speed Vmo for low level operations?

Any help would be very much appreciated

Jets are normally limited by bird impact speed below 8000'. Often the limit is set by the muzzle velocity of the gun firing the bird in testing. So Vmo becomes limited to the bird impact speed.
