CAT 3A approaches B757 & B737 to US airfields with u/s autothrottle

Can anyone shed any light on this please (I have searched FAR's without success)? In UK/Europe we are permitted to operate to CAT3A on B757 and B737 aircraft with an inoperative autothrottle. However I have been advised (maybe incorrectly) that such approaches to US airfields require a functioning autothrottle

There is no regulatory requirement overall for an autothrottle. Boeing has obviously certificated airplanes for fail-passive autolanding without the autothrottle. However, the Lower Landing Minimum authorization in the US is done through the issuance of operations specifications, which are essentially regulations specifically tailored for that operator. Some programs have been approved premised on a functional autothrottle for all autolandings, whether fail-passive or fail-operational. So some operators may require this and some may not.

As Mansfield said, this is operator specific. The MMEL issued by Boeing and certified by the FAA does not require A/T to be operative....
