Declared distances, ASDA and starter extensions

If you have a runway with a starter extension at the other end, can that starter extension be declared as Stopway and therefore be included in the declared ASDA?

Second, does anyone know why you can't include a starter extension at the other end as part of LDA? Is it because of the reduced width requirements for starter extensions? Seems odd given that the aircraft's going to be going very slowly by the time it gets on to the starter extension.
