When do VOR's switch from magnetic to true north?

Grrr "VOR oriented on True North"

Actually in the area of magnetic uncertainty. I know that you have probably never flown in our remotere parts but my post title is a direct quote from the Canada Fight Supplement for Resolute Bay (CYRB). About 75 dgrees North.
