CAN anybody help about 737-300 takeoff use A/T SYSTEM question

During aircraft takeoff , A/T ARM, when crew press TO/GA knob, lever can not go to fwd postion, why?
ON Ground check flight failure message,it's record
"flap xtmr l" and "T/O SET LO".CAN ANYBODY HELP ME? THANKS

to be pefectly honest I have no idea what you are on about
but it I read that as I thought I did
it should go forward
