Yaw Damper

Hi

I know parallel and series yaw dampers. But I have some questions about it.

Can we takeoff if the yaw damper is unserviceable?
Problems if yaw damper was unserviceable?
It would be better fly lower or higher with the y.d unserviceable? Why?

Thank you
