Sleeping VHF Receiver

Trying to research this and could do with some help! I have come across several papers that refer to this phenomenon but would be very grateful for some more help. It is obviously an issue!

It's 5 years old. receivers of a type that went to sleep were modified.

It has come up fairly recently as part of another thread - a NORAD incident over Belgium, if my memory serves me correctly.
