SAFA Inspections - Flight Kits

My company issued a memo that during a SAFA inspection one of the officials noted a category 3 violation - he claimed that the unsecured flight kits on the flight deck presented a hazard to flight safety and should be kept in the cabin (since the 737 doesn't really have any space to secure it in the flight deck). To be honest, the times I've flown on the jumpseat in a 737 on a european carrier the flight kits were always kept in the cockpit for obvious reasons. Have you heard of any restrictions/recommendations concerning this topic?
