Why it's not permitted to use APU bleed for Wing Anti Ice on A320?

Correct. There is plenty of air but it is nowhere near hot enough to be used for anti-icing.

Why, it's only needed when the engines are producing bleed air!

A320 EAI is a independent system.
It is impossible to get APU air to the EAI valve.
