LROPS rule
Can anyone direct me to the new (nearly new then) ETOPS or LROPS rules please. for some reason it's not available on the FAA website at the moment.

Try Googling AC120-42B. This document has most of the latest data that your looking for....I think About 90 pages and include the latest Polar ETOPS info as well.
