QNE vs. QNH Standard in the CIS

I have seen documents that reference the altitudes above the Transition Level in CIS airspace as being labled QNH, QNH-Standard as well as QNE. I believe the QNE label is correct, but wonder why I see QNH as well in some publications. Comments please?
