Jeppesen/Navtech binder 7 hole definition?

Does those binders - with 7 punched holes - have some kind of an internationally defined description which can be understood by any european (non-aviation) printer?

It is called the Jeppesen format and is recognised as such at many printers in the USA.
Europe?
Can't say...but then again many European/UK opertators never thought much of Jeppesen, anyway.
