ICAO Level 4 assesment in UK

Does anyone know anywhere in the UK (NW England ideally) that can provide an ICAO Level 4 assessment?

There is an advertisement popping up here once in a while, they do assessments via the internet up to level 6.... Give it a shot, they are friendly, also level 6 seems not to be given easily as it will spoil their future business.
Location is in Bournemouth.... not in the north so.

ICAO English levels tend to taper off quite steeply once you leave the home counties, so I would be doubtful of finding any such in the NW.
