QFE Metric altimeter question

Having a hard time getting the defining reference on this and if some one can help or out right answer the question, I would be indebted.

When descending through the Transition Level to an airport that is using QFE exclusively, should the pilot set his altimeter in reference to the airport ARP or assuming he is going to land, use the TDZ elevation in lieu of the ARP.

For some reason I cannot find the definitive information on this. Directions are appreciated.

In Russia QFE is always connected with RW threshhold.
