Even now a question about runway performance for B-1900D from a 800m runway in ISA for a 20min flight.

According to the T/O performance charts, it requires at least 965 meters(SL, ISA, BLEED OFF, Flaps 17š) for that scenario. And that is just considering Operating weigh plus Fuel (the arrival alternate being the takeoff field + 30 min hold + extras)... no traffic load.
If you forget ISA, and move to Siberia (-35š C), you might be able to make it if TOW doesn't exceed 13000 Lb. The typical dry operating wheight for a 1900d is somewhere between 10500 and 11000 Lb, and considering 1500 Lb of fuel for that trip (being a bit conservative) , it leaves almost no "room" for load.
