Pats Aux Tank Ad?

Anyone with a bit more in depth knowledge of this AD? I read through it but as usual I find Government documents a bit confusing!
Is it correct that operators with this AUX tank can continue to operate until Dec 16, 2009, before deactivation or installation of applicable kit?
