A320 ETP Winds

When selecting ETP's what winds are guys putting at the two waypoints?

FCOM 4 says you may enter the wind at the reference waypoint at CRZ FL.

But would you not agree that the wind would change during the descent, quite significantly if it was a jet.
And descending is what we would be doing if we were diverting.
Some people suggest putting in a mean component.
What does everybody else use?
