RTOW chart 320

Is this true that take off from any RW using TOGA is allowed only if Tflex more than Toat? FCOM reference appreciated. Thanks.

In some cases when the actual take off weight is lower than the maximum permissible one but no flexible take off possible (that is flex temperature lower than TREF or OAT):
-It is mandatoryto use TOGA



So, correct me if I am wrong, FLX is allowed only when Tflex is more than OAT?

Flex is possible if it is between Tmaxflex and both Tref and OAT.
I am sure TOGA is mandatory if Tflex less than Tref and more than Toat. But what a stupid am I -if Tflex is less than even Toat are we allowed to use TOGA (if RTOW permits) or should we find other aircond. conf. or RW and so on.
