Hi..
As per A320 FCOM 3 supplementary techniques. power plant,3.04.70
MANUAL ENGINE START:
Pilots normally use automatic starting to start an engine,...however, manual starting is recommended in the following cases:
* When expecting a start abort because of tailwind greater than 10kts
That's according to our manuals..so the way i see it is that it's a pilot call..so if the tailwind is GREATER than 10 kts. and we could EXPECT a start abort then we should consider a manual engine start
oooooops i am talking about our IAE V2500A5 engines
regards...bf

there is something in the maint manuals about limits on the cfm;s but it would want to be a howling talwind,,,,,,a far cry from from the early pratts on the jumbo where a sniff of a tailwind would induce a hot start.
