Cat 2/3 Approaches

Quick question for the atc gentlemen.
An A/c is fully established on a cat3 approach with lvp's in force. At what distance would you allow an a/c to line up and depart from the same runway and remain assured that the departure would not compromise the landing a/c s' ils tracking.
