Airbus: FLEX temperature

If i tell the engine that the FLEX temp is the same of the TAT the engine will deliver me the max power or TOGA. If I require less power I have to fool him telling that is hotter, then it will deliver me less. why? Thanks.

This website is specific to the B737, but the principles apply equally to other types - even to Airbuses! (Airbii??)
