B737- stab out of trim

Possibly one for the engineering fraternity. Or even the sorority!

Is there any significant history of this with the recent B737NG, especially the -800 with winglets fitted post delivery?

Is it a component fault? ie Motor.
Or a configuration problem? ie switch positioning
Shiny side down is offline
