Can this actually happen? Can you have a thunderstorm and fog at the same time? Thunderstorm and low viz due to heavy rain I can understand, but fog? That would require very stable air below very unstable air, all within ~1500ft AGL. Can that happen (at least as regularly as is forcast by Russian metrologists)?

It's probably because the visability is less than 1000m because of the heavy rain/low cloud.
