MSLP charts and Metars Taffs

MSLP charts and Metars Taffs
Hi, just two quick questions
1. If the data was taken at 00:00, 06:00, 12:00 and 18:00, the chart is then published 4 hours later, is the data collected at 06:00 for the 12:00 validity period projected forward? The reason I ask is I remember from ATPL notes a mention of the fact that the data is 6hrs old by the time you get it.........that would make no sense!!
2. Taffs and Metars, is there a specific radius or area of coverage around the airport? If so where is that official info, as I can't find it in the met section of Jepps or AIP?
