I suspect that the operators look at the "sink thru" allowance in Pans Ops precision approach procedure design and apply the same allowance on top of the MDA. That'd make reasonable sense, especially given that the missed approach climb gradient is predicated on the aeroplane not going below the MDA in a non-precision approach.
