Question min ROC&ROD

hi folks,
I happen to have read it somewhere but couldn't find it anymore. Can anyone provide the reference about the min required rate of climb and descent which ATC expects us to fly. As far as I remember it was 300ft/m in climb and 1000ft/m in descent. As well as +/- 10% change in speed and 3 min in ETA.
