There is the facility to issue "descend via" clearances in Europe, usually on RNAV STARs, but it doesn't seem to be common practice at the busy hubs. They usually just clear you for the lateral STAR route but ATC issue seperate descent clearances.

"Descent via..." is not used in Europe. ATC uses the phrase "follow the ABC 07 transition" if they want you to follow the lateral track of this transition for RWY07. Descent clearances and SPDs are assigned seperately. If they want you to follow the published ALTs and SPDs they tell you to "follow the ABC07 transition AND PROFILE" (never heard it though...). This is how things go in Germany, not really sure about the rest of europe...
