737-800 FMC TOD point- what wind?

Anyone shed some light as to what the wind the FMC uses to calculate the TOD point?
I assume that if you put in some descent forecast winds, it can interpolate the others using the stored wind database, but what does it use if no winds are put in for descent?

If memory serves me correctly (a good day ) it is something like 2/3 of wind at TOD.
