KJFK ATIS Decode

Hello All. Operated into JFK the other day and came across the following on the ATIS that I wasnt too sure about.
"Saab friction tester"
"Runway de-iced solid and sanded"
Not much experience with this sort of thing-can anyone explain what they mean.Cheers

They get a Saab 900 turbo to speed down 31L... when it reaches terminal velocity the driver slams on the brakes (at about the point where the runway lights turn RED), if the car ends up in the drink on the other side, the braking action is POOR.
